






On the evening of December 19, Huadian Heavy Industries Co., Ltd. (Huadian Engineering) issued a major contract announcement. The company and its controlling subsidiary, Henan Huadian Jinyuan Pipeline Co., Ltd. (Huadian Jinyuan), signed a series of contracts with China Huadian Engineering Group Co., Ltd. for the Liaoning Huadian Diaobingshan 450,000 kW Wind Power Hydrogen Production Coupling Green Methanol Integrated Demonstration Project, with a total contract value of approximately 815 million yuan (including tax). This marks a critical step for Huadian Engineering in its comprehensive layout of the hydrogen-based energy entire industry chain.
It is reported that the signed contracts cover the entire process of hydrogen production, methanol production, storage, and transportation, focusing on the overall delivery and implementation of large-scale hydrogen-methanol production systems. Huadian Engineering will, by constructing a trinity solution of "Hydrogen-Methanol Process Integration + Core Equipment Self-Research + Auxiliary Control Collaborative Intelligent Management", achieve full-process service coverage from the R&D and manufacturing of core equipment for wind power hydrogen production and green methanol synthesis to system integration, and hydrogen-methanol storage and transportation, fully demonstrating its comprehensive strength in "full-chain coverage and integrated services" in the hydrogen-based energy sector.
As one of the first batch of 41 hydrogen energy pilot projects in the energy sector released by the National Energy Administration in December 2025, the Liaoning Diaobingshan project is China's first pilot project for green liquid fuel technology research and industrialisation. It is also a benchmark project among the first batch of demonstration projects, notable for its full-chain closed-loop collaboration and resource recycling innovation. The project uses a zero-carbon pathway of "Green Electricity - Green Hydrogen - Green Methanol" to connect the entire industry chain, innovating with a "carbon capture through the wall" model to achieve the resource utilization of industrial waste gas, aiming to create a replicable and promotable model of industrial integration.
As the core implementing entity for this project, Huadian Engineering will undertake the construction of the entire chain of business for hydrogen production, methanol production, storage, and transportation. Among these, the water electrolysis hydrogen production segment covers multiple product models including ALK3000, ALK1000, PEM250, PEM500, making it the most comprehensive water electrolysis hydrogen production project in terms of model variety to date. This fully reflects the company's capability for full product line coverage in the green hydrogen equipment field, its strength in large-scale supply, and its advantages in supply chain integration, promoting the company's comprehensive upgrade from single equipment supply to the output of system solutions.
The implementation of this project holds milestone significance for Huadian Engineering. It not only helps the company join the ranks of top-tier enterprises in the green hydrogen-based energy industry and consolidate its industry position but also lays the foundation for its participation in higher-level industrial projects and its leading role in establishing industry technical standards. Simultaneously, as Huadian Engineering's first integrated project involving the development of a large-scale wind power hydrogen production system process package and the R&D of core equipment, this contract signing sets a precedent in China for the centralized signing of contracts for the entire chain of core equipment for wind power hydrogen production coupled with green methanol.
